Problem
Nassau County Police Department, one of the largest police departments in the nation, was managed solely through departmental rules and formal orders based on the departmental rules. Rules were issued by the Commissioner, while orders could be issued by the Commissioner, Chiefs, or other ranking officers. All communications were either a rule or an order, which discouraged officers to apply discretion in the conduct of their duties. A Procedures Development Section was created to initiate new modes of communication.

The Naremco Solution

  • Reviewed more than 5,000 rules and orders that were in force for the Department.

  • Developed a set of communications that recognized the different objectives of each type of communication: policies, rules, procedures, orders, bulletins, notifications and memoranda.

  • Created a consistent set of formats to identify each type of communication as well as the manuals in which they were to be collected and maintained.

  • Defined a set of classifications to organize the various communications.

  • Initiated a procedure development process built around the questions: who, what, where, when, why and how.

  • Specified the use of the actor/action approach and format for the development of all procedures.

  • Trained members of the Procedures Development Section in the above approach, design and formats.
